From June 12 to 15, the 4th China-Africa Economic and Trade Expo was held in Changsha. According to the Hunan Provincial Department of Finance that in recent years, the department has coordinated approximately 1.28 billion CNY in funds from the central, provincial, and municipal levels. Leveraging the three major national platforms—the China-Africa Economic and Trade Expo, the Pioneering Zone for In-depth China-Africa Economic and Trade Cooperation, and the Hunan Pilot Free Trade Zone—it has supported the establishment of logistics and personnel channels between Hunan and Africa, helping Hunan become a hub for economic and trade cooperation with Africa.
Emphasizing performance orientation, the provincial finance department has supported the successful hosting of the China-Africa Economic and Trade Expo. Adhering to the concept of "government guidance and market-led approach," the provincial finance department has coordinated central and provincial funds, conducted in-depth performance evaluations, steadily cultivated the expo brand, and promoted its market-oriented transformation of the expo.
Strengthening financial guidance, a total of approximately 240 million CNY in funds has been coordinated to promote the construction of the Pioneering Zone for In-depth China-Africa Economic and Trade Cooperation. In 2025, the Hunan Provincial Department of Finance and the Department of Commerce of Hunan Province issued the "Several Policy Measures for the High-quality Construction of the Pioneering Zone for In-depth China-Africa Economic and Trade Cooperation (Trial)." The policies aimed to support the construction and operation of inspection and testing laboratories for products exported to China, promote the construction and operation of public overseas warehouses in Africa, encourage the expansion of imports from Africa, deepen production capacity cooperation with Africa, and guide enterprises to participate in exhibitions in Africa. In 2025, the department established the China-Africa Economic and Trade In-depth Cooperation Service Fund, leveraging social capital to jointly serve China-Africa economic and trade cooperation.
Highlighting African characteristics, the Hunan Pilot Free Trade Zone has been developed at a high standard. In 2024, an "upgraded version" of financial support policies for the free trade zone was formulated, clarifying four directions of support and 19 specific measures. The department provided support for the innovative development of the China-Africa Economic and Trade Expo, guiding market-oriented professional institutions to settle in the zone and supporting the operation of permanent exhibition halls. Efforts were accelerated to deepen China-Africa economic and trade cooperation, encouraging African-focused enterprises to settle in the zone, guiding advantageous production capacities and high-quality enterprises from the province to establish a presence in Africa, and promoting the integrated development of the Pilot Free Trade Zone and the Pioneering Zone for In-depth China-Africa Cooperation.
More than 700 million CNY in provincial and municipal funds has been allocated to support the development of the Hunan-Guangdong-Africa rail-sea intermodal transport system. The department has also supported the opening of a passenger flight route from Changsha to Kenya and a cargo flight route from Changsha to Ethiopia, comprehensively expanding personnel and logistics channels to Africa.
According to the latest statistics, the province's trade with Africa grew from 18.16 billion CNY in 2018 to 54.85 billion CNY in 2024, ranking first among central and western regions of China.
